23 Nov Incomplete TB tests

APHA have flagged some occasions where incomplete TB tests have been incorrectly recorded on Sam. If an animal is not tested (when eligible for the test type), or if they have been injected at TT1 but unable to be read, the tested animals must be submitted as a part test and the untested animals should not be included in the submission. This will leave the test incomplete and the untested animals will need to be tested at a later date. If the animals cannot be tested, even though they are eligible for the test type, for example they are wild or unmanageable, the remainder of the test should be abandoned so that APHA can follow their own processes.
